Handover
Log snags, close inspections, prepare the transfer file.
Handover is where a unit leaves the developer's register for good, so the module holds the unit open until the inspection, the documents and the transfer all agree it can close:
Snags are logged against the unit with photos and passed to whoever fixes them.
Handover cannot close while a snag on the unit is still open.
The transfer documents are collected on the unit file and prepared for the title transfer.
The unit closes with its file complete, not with a folder of paper.
