Every project in Saudi Arabia passes through a chain of government systems, each with a defined role and a portal to file into. The specifics change with regulation, so what follows is the shape of each one from a developer's side, not a filing guide.

ZATCA and e-invoicing

The Zakat, Tax and Customs Authority runs the e-invoicing system, Fatoora: taxable invoices issued and recorded electronically in a standard format. The off-plan residential unit sale falls under the Real Estate Transaction Tax rather than VAT, while other activity, such as side services or contracts, may be invoiced under the tax rules. The two should not be mixed.

Nafath, the single identity

Nafath is the national single sign-on: a citizen or resident proves their identity electronically across government services and many private ones. Verifying a buyer or signing off a step runs through it, instead of through paper and photocopies.

Wathq, business data

Wathq verifies commercial registration data, agencies, and similar records. Before you sign anything with a company or an agent, it confirms the other party exists and its authority is valid.

Najiz, justice services

Najiz, the Ministry of Justice portal, handles title deeds, property transfers, mortgages, and powers of attorney. When ownership of a unit moves to its buyer, the deed transfers and is recorded here.

REGA and Wafi, off-plan sales

The Real Estate General Authority is the regulator. Its Wafi program governs off-plan sales and leasing, and requires an escrow account for buyers' payments, released only in step with approved construction progress. It is the rail a developer touches most on an off-plan project.

Ejar, documenting contracts

Ejar documents lease contracts. It reaches the developers who keep units for rent or manage leased assets after handover, and leaves both parties one documented reference.

These systems are the rails the sector runs on. Software for a developer does not replace them; it arranges the work so filing into them, and reading back from them, happens from one place.
